In Politico's article on January 23 they asses the public opinion of the executive order that will freeze most federal agencies from hiring. The Trump administration is trying to shrink the size of the government by cutting out bureaucrats. The easiest way to cut federal workers is to reduce the budget that agencies receive. Cutting angry bureaucrats in D.C. is not the only problem that Trump will have to worry about. 85 percent of bureaucrats are outside of D.C. meaning that his administration will have to deal with many angry Americans. Secondly cutting out bureaucrats in D.C. will lead to a problem for Democrats. Democratic workers in the nation capitals don't have a large market to select jobs from. The ones that are close to retiring plan on taking an early retirement if they are to be cut.
